What makes a film boring?

Now I've had a uni lecturer say that there is no such thing as a boring film. But whatever the case I think sometimes a film is described as boring depending on the person's tastes. I find a film that has constant dialogue boring. Some people want lots of action. Others are only bored if a film doesn't interest them. What do you think?
