Has anyone experienced gas rationing?

I know that in Texas there has been a lot of people from the coast of Texas, but in Killeen or Belton at the convention center is a lot of refugees from the coast. Maybe because they are ging up to go home. But the gas stations are closed, the one I could find open said just 20 dollars worth of gas. What's that about? Some told me that is happening from Texas to Georgia. never seen that on CNN, so what is this about, anyone know anything about this?
